# CCA Broadband Availability

meta block naming the source release and vintage that produced it.

## What this service reports

- Availability is what providers report they offer, not subscriptions taken
  and not speeds measured at a customer premises.
- Coverage is expressed as the share of broadband serviceable units reaching
  a cumulative speed tier. A unit counted at 100/20 Mbps is also counted at
  25/3 Mbps.
- The current FCC benchmark is 100/20 Mbps. "Underserved" is the band between
  25/3 and 100/20; "unserved" is below 25/3.
- Area partitions (total, urban, rural, tribal, nontribal) are not additive.
  Total already contains urban plus rural. Pin exactly one.
- Mobile coverage is a share of land area, not of units, and must not be
  compared with fixed unit shares.

## What this service cannot report

The FCC Broadband Serviceable Location Fabric is licensed separately and is
not redistributed here. There is no address-level or coordinate-level answer:
a point lookup resolves a coordinate to its census geography and reports that
area. Treat any address-level claim as out of scope.

Geography kinds: nation, state, county, place, tribal_area, cbsa,
congressional_district.

## Comparison semantics

/api/v1/compare returns comparable:false with explicit reasons when subjects
span different releases, partitions, customer classes, or unit definitions.
When that happens the metric table is empty by design. Do not infer values
from the individual area reports to fill it in.
